How to Apply for Housing:
To be eligible for admission, applicants must satisfy at least one of the following primary qualifying criteria:
*62 years of age or older
*Diagnosis of a physical impairment
*Verification of a documented disability
Qualified individuals may obtain and submit an application for consideration. Completed forms should be delivered to the Cloud Village Community Building office; a secure drop box is located outside the office door. You may also feel free to mail your completed application.
A review to ensure compliance with our standards will be completed. Upon completion of processing your documentation, formal correspondence will be mailed to you regarding your eligibility and current placement on our official waiting list.
Digital application forms are available for immediate download via the "Application" tab on this website. Alternatively, physical copies are available in the hallway near the main office. Should you require assistance, contact our office to have an application mailed to your current address. We look forward to assisting you through the application process.
Cloud Village maintains a strictly non-smoking environment for all residents.
All apartments are ground floor entry.
Units feature electric baseboard heating and wall-mounted AC. All apartments include primary appliances, garbage disposals, and access to a water softening system.
*Leases require annual renewal and income recertification. Monthly rent is calculated based on gross income and qualifying medical costs.
*Residents are responsible for electricity.
*Management covers water, waste services, routine bug spray, landscaping, and snow clearance.
*Subsidized bulk cable television is available upon request.
*Individual internet service must be established by the resident.
On-site laundry is situated in the Community Building at $1.00 per cycle.
APARTMENT LAY OUTS
Initial Security Deposit: $300.00
Residents are permitted one pet per household, subject to a supplemental pet deposit. Eligible animals must not exceed 35 pounds and require valid city registration and current vaccination documentation.
Pet Deposit: 50% of the Base Rent.
ABOUT:
Founded on June 17, 1970, the Concordia Housing Authority serves as the governing body for Cloud Village Apartments. The Authority is comprised of five to six dedicated members who provide oversight for the facility's professional property management. Construction of the Cloud Village Apartments complex was completed in October 1977, officially welcoming its first residents on November 1, 1978.
The mission of the Concordia Housing Authority is to secure safe, affordable, and high-quality residential accommodations for local seniors aged 62 and older, as well as individuals with disabilities who reside on a low or fixed income. Our volunteer board members are appointed by the City Commission and are responsible for hiring the Property Manager to lead daily operations.
Located at 700 Cloud Street, the facility offers 32 units—specifically 24 one-bedroom and 8 two-bedroom apartments—organized within eight four-plex structures sharing a central community center. Our partnership with Kansas Rural Development ensures we maintain the highest safety standards for all residents. In 2022, the site underwent a comprehensive modernization effort funded by a grant just shy of $1 million. These enhancements included the installation of new pedestrian walkways, the renovation of existing parking infrastructure, and the addition of a south parking lot. Furthermore, extensive interior unit upgrades were completed, along with new windows throughout, providing contemporary amenities for the first time since the original construction in the late 1970s.

Cloud Village Apartments are managed by a Property Manager, who is designated by the Concordia Housing Authority Board. This individual fulfills the role of Board Secretary but remains a non-voting member of the committee.
